Steps in the Selection Process

Election Clerks and Returning Officers are selected for recommendation based on the merit of their qualifications and skills.



1. Application Submission and Screening

  • Interested applicants are required to submit a detailed resume.
  • Applications will be screened to assess each applicant’s suitability for the position.
  • Cover letters and resumes must be submitted in English.

2. Interview Scheduling

  • A roster of top candidates will be selected and invited to a video conference interview.
  • Interviewees will be provided the technical requirements for the video conference interview in advance and will be responsible for ensuring compliance with those requirements (webcam, microphone, video conference method, high speed internet connection)

Please note that only candidates that have been selected for an interview will be contacted.

3. Interviews

  • Video conference interviews will be conducted

4. Skills Testing

  • Select candidates will complete a computer proficiency test following the interview.
  • Candidates must demonstrate a minimum proficiency level and will have 3 days to complete the testing.

5. Reference Checks

  • Reference checks will be conducted on top candidates.
  • HR Associates will notify top candidates prior to conducting references.

Please note all positions will be required to undergo a security clearance process. This process will be undertaken by Elections Ontario.

6. Selection & Recommendation

  • Successful Election Clerk candidates are presented a job offer.

Successful Returning Officer candidates are presented to the Chief Electoral Officer for his consideration and recommendation.  The Chief Electoral Officer provides his recommendations to the Lieutenant Governor-in-Council for appointment.

7. Start Date

  • Successful Returning Officers and Election Clerks must be available for a mandatory orientation. This orientation will be conducted in the Greater Toronto Area.
